[R-pkg-team] Bug#971609: r-cran-sna: Not build in Debian, unsatisfiable build-deps

As documented in update-excuses, the r-cran-sna package is not migratable to
testing because it build-depends on packages that are not available in
Debian (neither in unstable, nor in any other release, nor in the NEW
queue):

There is a 228-day-old wnpp bug for r-cran-network:

So it would be good if those would get uploaded to the archive, given there
is another package that build-depends on them.
