[R-pkg-team] Bug#969765: r-cran-xopen: Please depend on xdg-utils instead of bundling a copy of xdg-open

While using codesearch to find packages that are still using the deprecated
gvfs-bin commands, I found a copy of xdg-open(1) in r-cran-xopen.

Instead of bundling a private copy of xdg-open, please depend on the
xdg-utils package, which contains the canonical copy of xdg-open, and
search the PATH for xdg-open(1). This would have three advantages:

- Bugs fixed in xdg-utils would automatically be fixed for this
  package too.

- If Debian moves to a reimplementation of xdg-open that contains less
  shell script, r-cran-xopen would automatically use that.

- xdg-utils has (or should have...) the necessary Depends and Recommends
  to make its scripts actually work.
