[R-pkg-team] Bug#970767: dh-r: dh-update-R should add autopkgtest dir in case new upstream version is featuring tests

Hi,

usually dh-update-R is adapting the packaging to new upstream version
requirements.  It would be great if the usual debian/tests dir will be
created once a new package is featuring a tests dir that was not there
before.
