[R-pkg-team] salsa warning -

Hello,

I am just a regular Maintainer for the r-pkg-team repository and when
attempting to inject
https://salsa.debian.org/r-pkg-team/r-bioc-dir.expiry I ran into

salsa warn: Error PUTing https://salsa.debian.org/api/v4/projects/61885
(HTTP 403): Forbidden {"message":"403 Forbidden"} at
/usr/share/perl5/Devscripts/Salsa/update_repo.pm line 48.

which is executed to adjust the CI settings. I just also tried

r-bioc-organismdbi

with a .devscripts SALSA_TOKEN spec that has all permissions that I can
give that has the same effect.

The current state is that the repository is empty. If a check of
permissions upfront is too difficult then I suggest to postpone the
settings of the CI until after the first upload.
