I've removed it from med-bio and med-bio-dev task.  I'd intend to wait
for some migrations of other packages before releasing the metapackages
but since these are only suggests currently it should be fine to remove
r-cran-rsgcc from Debian right now thus reasigning the bug to
ftp.debian.org for removal.
