If it were "my" package, I'd have some idea about whether disabling
all the download tests was a good idea. In this case, not being
familiar with this package, I felt it better to defer to a bug report
for discussion.

It appears to me that the same tests are being run twice, so I think
for a start either disable pkg-r-autopkgtest or run-unit-test. Then
either disable the download tests or mark them needs-internet and
flaky.
