[R-pkg-team] Bug#991489: r-cran-cpp11: New upstream version needed by other R packages

We have cpp11 0.2.6
  https://packages.debian.org/search?keywords=r-cran-cpp11
but upstream is (since January) at 1.27 per
  https://cran.r-project.org/src/contrib/Archive/cpp11/
and (since June) at 1.31 per
  https://cran.r-project.org/package=cpp11
which is now needed (as at least 1.27) by e.g. tzdb aka r-cran-tzdb (new
package) which is needed by vroom aka r-cran-vroom (new package) upon which
my r-cran-readr package now build-depends.

We are in a freeze, so I too have been uploading to experimental but it would
be nice if you could drop it into experimental now so I can put r-cran-tzdb
there.

I am not interested in a lecture about how I could do that myself (as in
#991395). I am filing this bug report to ask a fellow maintainer to keep his
packages current enough so that other packages can build-depends on them.
