[R-pkg-team] Bug#1019513: node-jquery breaks r-cran-pkgdown autopkgtest: replacement has 11 rows, data has 10

Both this and #1019514 are due to jquerylib build pointing
to old symlinks of jquery. I have re-uploaded a new
changelog revision with this updated and we should be doing
fine here.

For every node-jquery release r-cran-jquerylib needs rebuilding.
The upstream code installs some minfied stuff which is not allowed, and
hence the attempt is to keep jquerylib in sync with the jquery in unstable
which makes it incredibly fragile.

The directory with the right version "/usr/lib/R/site-library/jquerylib/lib/<jquery_version>"
needs to be present, or otherwise all rev-deps of jqeurylib will need patching.

I am not exactly very happy about it, but I think I'll go with this for now.
