Its not about beeing fair or not.  R-cran-bh is affected regarding
testing migration which might be blocked due to r-cran-rstan.

I wonder whether we should rather draw the conclusion that we should
provide r-cran-rstan for 64bit only.  This is most probably reflecting
the real usage of this package.
