Hence, if you really want to do this version dance (which I prefer we 
don't, but I agree aligning with upstream is good), I think we prefer 
the tight versioned dependency. Because than it shows up in the 
transition overview and it's clear it needs a rebuild (I guess binNMU 
now should work). A "mere" regression just blocks r-cran-matrix until 
somebody informs you (typically me, but only after one month), which is 
annoying for everyone involved.

Well, exactly the same trick, but instead of r-cran-matrix on one of the 
core r things? Or block that "converted from warning" thing from 
converting warnings to errors.
