[R-pkg-team] Bug#1054388: dh-r: dh-update-R is messing up debian/tests/control file with more than one section

Hi,

currently dh-update-R can't cope well with debian/tests/control files
featuring more than one section as for example in r-cran-glmmtmb.  The
result is merged into one section and some fields of the second section
are droped.
