I've uploaded

r-cran-tmb (1.9.6-3) unstable; urgency=medium

  * Rebuild and force versioned depends r-cran-matrix (>= 1.6-1.1)

This leaves one failing test with

 48s > library('TMB')
 48s Error: package or namespace load failed for ‘TMB’ in loadNamespace(j <- i[[1L]], c(lib.loc, .libPaths()), versionCheck = vI[[j]]):
 48s  namespace ‘Matrix’ 1.6-1 is being loaded, but >= 1.6.1.1 is required

which is to be expected if I understand things correctly.
