Dear FTP Team,

As part of the Bioconductor 3.19 transition, the Debian R team agreed [0] to remove builds for 32-bit architectures (where possible) in line with upstream's cessation of support for 32-bit systems.

Here is the 23rd such removal request, this time for r-bioc-biocsingular. `dak` complains about "r-bioc-gsva", "r-bioc-scran", and "r-bioc-singler" for which there are already a 32-bit removal bugs. `dak` also complains about r-bioc-scater, which is "arch:all" and a leaf package. In my opinion, once the 32-bit packages for dependent packages are removed, then removing the 32-bit packages for r-bioc-biocsingular should not cause a problem.
