[R-pkg-team] Bug#1104338: r-cran-plotly: test-Depends on r-cran-dendextend which is not in testing

r-cran-plotly test-Depends (and runtime Recommends) r-cran-dendextend, 
which is not in testing.

Because of this, it's migration-reference autopkgtests are failing as 
uninstallable, which is RC by 
https://release.debian.org/testing/rc_policy.txt.

(The non-migration-reference runs are "passing" because of a known issue 
in autopkgtest that allows them to take more packages than requested 
from unstable: 
https://sources.debian.org/src/autopkgtest/5.49/runner/autopkgtest.1/#L292 
and #1084880. i.e. r-base 4.5 won't actually help.)

The obvious fix is to remove that test-Depends and accept the reduced 
test coverage for trixie.

(riscv64 is also failing because sprintf doesn't support %02d formats 
there: since this is a crash not a wrong result, I suggest ignoring it.)
