[R-pkg-team] Bug#1067249: r-cran-bayestestr: autopkgtest timeouts on i386

Since version 0.13.2-1of r-cran-bayesestr, the autopkgtest rely on r-cran-glmmtmb , which is not available for 32-bit architectures.

Testing locally by softening the dependency on r-cran-gmmtmb to ignore i386, the tests time hang for me as well.

So I've added a skip for autopkgtests if any dependencies are unavailable.
