[R-pkg-team] Bug#1114889: r-cran-jquerylib etc and jquery 3.7

This package contains versioned symlinks to jquery (because upstream 
offer multiple jquery versions, though we don't), and hence needs to be 
rebuilt for each new upstream version of jquery.

The version in Salsa also documents that and does some unrelated minor 
improvements.

It is likely that rebuilding r-cran-jquerylib will also fix 
r-cran-pkgdown #1114891 and r-cran-plumber #1114892, but I have not 
tested that.
