[R-pkg-team] Bug#1134658: r-cran-bit64: New upstream version 4.8.0 (needed by r-cran-nanotime)

The bit64 package (at https:://cran.r-project.org/package=bit64) had a new release 
yesterday. Its maintainer has been in contact with me regarding the 'downstream' reverse 
dependency r-cran-nanotime I am half of upstream -- and which we just release as 0.3.14
with a new 'hard' dependency on bit64 (>= 4.8.0). So in order to update (r-cran-)nanotime 
in Debian, I would need you to update (r-cran-)bit64 first.
