What needs to happen is that the binaries on the no longer supported 
architectures are removed from unstable. A RM bug against the 
ftp.debian.org pseudo package is needed to achieve that. Once the 
removal happens the migration software will recognize the situation. The 
Release Team doesn't have tools to remove architecture specific binaries 
from testing, so I can't allow it through.
