It took me some time to find out what you mean.  Finally I've found:

It is definitely neither the code nor the data of the package itself
which is under TDM license.  The data just contains references to
publications which are under the said license but the content of those 
publications is not part of the package.

Thus I'd like to re-upload the package - either as is or with an
additional comment in d/changelog if you prefer.

What do you think?
