according to Debian policy 4.5: "This file [debian/coypright] is usually
required to contain a verbatim copy of the package’s copyright information"
At this point it is not the task of the maintainer to decide what license
the user of the software has to choose.
In your cite you also forgot to mention the Artistic license.

You don't have to, but you have to put the complete copyright information
into your debian/copyright. Talking to upstream could have made things
easier.

No, that is not true. The license mentioned in individual files always has
the precedence over the global license tag.
