If you look at that image its a pretty simple graph that can be created
with a random graphing tool.  Finally you can never know whether
somebody has editet some free say C code with a commercial editor or
some free one.  I do not think that this is relevant for the license of
the file.  Finally iText is also in Debian libitext5-java and the
producer has choosen for whatever reason a licensed version.

Hope this is a sensible explanation.

PS: In the set of r-bioc-* packages r-bioc-rhtslib is currently the
    most interesting one to fix some bugs.
