Yes. As you can see in the upstream issue, 0.1-7 fixes the FTBFS with 
PROJ 6 by defining -DACCEPT_USE_OF_DEPRECATED_PROJ_API_H among other 
changes.

This is sufficient for now, until the transition to PROJ 7 (sometime 
after March 2020) which will remove proj_api.h.
