Hi!

While conducting a research in the spirit of the "reproducible builds" practice [1], 
we have noticed that regina-rexx could not be built reproducibly.

The attached patch removes extra timestamps from the build system when creating the
source archive. Once applied, regina-rexx can be built reproducibly,
which is validated using reprotest.
