readelf output varies with LANGUAGE, which overrides LC_ALL:

$ LC_ALL=C.UTF-8 LANGUAGE=fr_FR.UTF-8 readelf -n /bin/true
 ...
 ID construction: 9ae82394864538fa7b23b7f87b259ea2a20889c4


This means that building linux with a non-english LANGUAGE causes vDSO
debug symbols to not be installed in the -dbgsym package.
