Hi,

Whilst working on the Reproducible Builds effort [0] we noticed that
ltsp could not be built reproducibly.

Whilst ltsp does use the date provided by SOURCE_DATE_EPOCH, when
converting this to a text string it takes into account the current
timezone. A patch is therefore attached that simply passes --utc to
date(1) so that the date in the generated manpages is timezone
agnostic.
