Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
tetzle could not be built reproducibly. The cause is the lack of a
"-- Foo Bar <foo at bar> <timestamp>" line, which was seemingly caused by
a mismerge in [1].

I'm always surprised that the archive even accepts changelogs like this,
but I suppose from dak's perspective, the timestamp (if it even cares
about the uploader's timestamp at all) can be found in the .changes
file.

My quick reading of Policy is that this is actually RC bug, but as it
doesn't seemingly break anything apart from reproducible builds and
misc scripts people run against the archive, I'm filing as important.

A patch is attached that adds the appropriate line. I used the timestamp
from the Git tag for this release if that's useful.
