$ apt-file search buildinfo_amd64.gz|wc -l
2457
$ apt-file search buildinfo_all.gz|wc -l
1304
# (there are 71961 binary packages in unstable/amd64 today)
however (as you can see if you replace wc with less) it affects more than
just haskell packages, so (as you indicated) it's probably also cdbs
packages.
I intend to file an RM bug for dh-buildinfo tomorrow, though writing this I'm
not sure why I'm holding this off, it has had its last maintainer upload in
2016, when dpkg got .buildinfo file support:

(I then expect to file more bugs which will be blockers for that RM bug,
which is why I'm not filing that RM bug right away. :)
