Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
python-nxtomomill could not be built reproducibly.

This is because the package differs depending on whether the tests
are run or not. Specifically, the presence of a handful of .cfg
files, as well as the varying timestamps of some __init__.py files.
