Hi,

Whilst working on the Reproducible Builds effort [0], we noticed that
stacer could not be built reproducibly.

This is because the build system embeds a timezone-varying date into
the fr.quentium.stacer.metainfo.xml file:

Patch attached that requests CMake to generate this timestamp (from
SOURCE_DATE_EPOCH) with the UTC timestamp.
