[Reproducible-builds] Lintian checker for gzip files

Hi,
I've been at FOSDEM and I liked the presentation
about reproducible builds in Debian - an interesting
project! To help a bit, I've just prepared a patch
for lintian that checks for gzips with timestamps
and emits a tag. Please see:
