[Reproducible-builds] git commit notifications are now send to irc

Hi,

I've set up git hooks yesterday, so that git commit notifications are now also 
send to the #debian-reproducible IRC channel.

There is just one repo left which I couldnt configure, as the hook has 755 
perms and not 775. 

zarvox, could you please chmod
/srv/git.debian.org/git/reproducible/sortjar.git/hooks/post-receive on 
git.debian.org? Thanks already! :)
