[Reproducible-builds] Bug#773573: debbindiff: please convert PNG files to SNG (a text based PNG format) and compare the results

SNG is a text based format for representing PNG files, the sng package
in Debian can convert PNG to SNG and vice versa. I think it would be
better to convert PNG files to SNG and compare those rather than
directly comparing hexdumps. The result would be more obvious,
especially for things like the time chunks in PNG.
