I've given it a few minor edits.  I think an announcement to d-d-a is a
great idea: we need to make sure this work is on the radar of debian
developers, and raising its profile like this is the right thing to do
right now.

One of the big things that i hope comes out of this project is a broad
sense of best practices for software developers that normalizes the idea
that reproducibility is a critical goal.  It will probably take years
for these ideas to really take root, but publicity like this is what
needs to happen to get the ball rolling.
