[Reproducible-builds] Bug#778486: Translations not inserted correctly

Hi!

While working on Debian's “reproducible builds” effort [1], we have
noticed that debian-history doesn't build reproducibly [2].

Some paragraphs in the generated HTML files sometimes don't contain
the correct translation, but the original untranslated text.

It looks like this is always the case when the paragraph contains
a link.  Links in the SGML files are in the format:
  <url id="http://..." name="some name">
But after calling po4a, the attributes in the <url> tag can be
reordered in the po files, so they look like:
  <url name="some name" id="http://...">.
I assume that the translation then no longer matches the original
text and the translation is not inserted.
