[Reproducible-builds] Bug#778537: #anchors for files/sections in html output

It would be nice if debbindiff --html would write <a name> #anchors
for addressing sections or individual files. (I guess it doesn't have
a perfect solution, e.g. if there's several files with the same base
name, they wouldn't necessarily need separate anchors.)
