[Reproducible-builds] Bug#779627: dh-strib-nondeterminism: Don't fail with errornous files

Hi Jeremy,

I inserted the override_dh_strip_nondeterminism into debian/rules of
astropy; so I do not rely on the bug anylonger. Feel free to set it to
"Wont fix".

However, I would feel better if things like invalid file formats were
tested by lintian (and overwritten there) instead of having a random
tool failing on them (and the need to inform this tool about some
non-standard file).
