Hi!

While working on Debian's “reproducible builds” effort [1], we have
noticed that iproute2 doesn't build reproducibly.
Documentation files (.dvi and .ps) contain timestamps of the build time.

The attached patch prevents that the timestamps get embedded, which
allows building iproute2 reproducibly.
