In timezones that are far away from GMT, one of the date related tests fails:

Failed tests:   testCompare(org.apache.commons.validator.routines.DateValidatorTest):
date EQ expected:<0> but was:<1>

e.g. try TZ=NZ dpkg-buildpackage

NZ: New Zealand, currently UTC+12 (but does have DST)
