[Reproducible-builds] Bug#785624: Timestamps in manpages generated makes builds non-reproducible

Hi,

the libqb build is currently not reproducible because the manpages
generated from docs/man.dox include a timestamp in the .TH line:

.TH "qb_util_overview" 3 "Mon May 18 2015" "Version 0.17.1" "libqb" \" -*- nroff -*-

It would be nice if doxygen offered a way to disable the timestamps,
or to use a fixed/predetermined timestamp.
