[Reproducible-builds] New usertag: locale

Hi,

since the last few weeks we are seeing reproducibility issues
due to varying locales. Bugs submitted for those issues don't
really fit into the existing usertags.
So I created a new usertag "locale" that can track this issue.

@ Holger or Mattia: Can you please add this to the job that
creates the graph? Thanks!
