[Reproducible-builds] GSoC 2015 Week 6: Move forward reproducible builds

Hello,

This week I have been working on two toolchain packages.

One of them is sbuild which I have patched such that it can build
packages using a deterministic build path through a the new command
line option --build-path or through the configuration variable
$build_path in the ~/.sbuilrc.

The other package was Doxygen which I have patched to honour
SOURCE_DATE_EPOCH environment variable. This variable was proposed by
the Debian reproducible builds team as a way to have deterministic
timestamps [1]
