not really, as one requirement to rebuild is to recreate the build
environement as recorded in the .buildinfo file. So if the initial build was
done with recommeneds, the rebuilds must have them too, and if it was done
without recommends, the rebuilds must do the same as well.

ok, so this is disabled on buildds so I don't see the need nor benefit to test
this.
