Hi!

While working on the "reproducible builds" effort [1], we have noticed
that plinth could not be built reproducibly.
While generating a TODO list by grepping files, it also greps in .pyc files
(which produces varying grep output depending on the locale).

The attached patch filters pyc files while generating this list.
