What's going on is the following: in our chroot locales-all is
preinstalled, and that package Provides:locales.  But locales-all does
not ship everything locales does.
This is #788352.

In the past we bugged maintainers to add a Build-Conflicts on
locales-all, but given that is allegedly fixed in experimental now I'd
tag packages affected by this, so to remove them from our list, and then
rebuild them once fixed glibc hit unstable.
