Hi!

While working on the “reproducible builds” effort [1], we have noticed
that libsm could not be built reproducibly.

The attached patch makes sure the text documentation is always generated
using a UTF-8 locale. Once applied, libsm can be built reproducibly in
our current experimental framework.
