Hi!

While working on the "reproducible builds" effort, we have noticed
that libhdf4 could not be built reproducibly.
It was actually building reproducibly in the past, but with 4.2.11-1.exp1
it became unreproducible again.
The reason is [5ea3196], which included the /usr/lib/libhdf4.settings
file, which records several data about the build environment (timestamp,
username, hostname, kernel).
The file doesn't look very important to me from a user point of view.

Can you please consider dropping it again?
