Hi!

While working on the "reproducible builds" effort [1], we have noticed
that keyutils could not be built reproducibly.
In the last upload support for SOURCE_DATE_EPOCH was added, but it is
still evaluated timezone-dependent.

The attached patch fixes this reading SOURCE_DATE_EPOCH in UTC.
