Note: Maybe you need a versioned Build-Depends somewhere? (for a
build-dependency which did not enter testing yet).

It is a known fact that Britney does not currently take build-depends
in account for the unstable to testing migration, only ordinary
depends, but even in such case, a package in testing should not fail
in this way. It should better fail in the "Build-depends may not be met"
way.
