[Reproducible-builds] Reproducible install of minimal system

Hi *,

im not sure from reading the information in the wiki, about
reproducibility of an debian install.

From this page https://wiki.debian.org/ReproducibleInstalls I conclude,
that reproducible installs of debian are not possible at the moment,
right? I can only have reproducible packages on an already installed
system, correct?

I like to have a minimum debian install with a build toolchain as a
starting point to build other trusted setups from source.
