Hi!

While working on the "reproducible builds" effort [1], we have noticed
that dh-ocaml could not be built reproducibly.
The documentation generated with lyxn by dumping HTML files differs
depending on the configured locale.

The attached patch fixes this by generating the files with the C locale.
